The 7-Point Factory Verification Checklist

1. Registration numbers, not logos

Ask for the FDA cosmetic facility registration number, the CE technical file reference and the UKCA declaration, then verify them yourself on the FDA / issuer databases. A logo on a website proves nothing.

2. Batch-level documents

MSDS, COA and REACH for your exact SKU, per batch. If the supplier only shows one generic PDF for "the company", that's a warning.

3. Test samples yourself

Order samples and test adhesion on your own skin, spring-band tension, and packaging quality. Real factories ship samples fast; middlemen often stall.

4. Spot the trading company

Red flags: no physical factory address, refuses video audits, certificate names don't match the company, price suddenly jumps when you ask for documentation, or the "factory" is actually an office in a city far from any production line.

5. Payment safety

Use T/T with a deposit + balance against documents, or L/C for larger orders. Avoid 100% advance to a personal account. See our Trust & Payment Safety page.

6. Third-party audit

SGS, BV or TÜV can audit the factory on your behalf. A factory that welcomes audits is a factory with nothing to hide.

7. Visit or video call the line

A live video walkthrough of the production line is the cheapest audit you can do. Serious factories (like HLK) will happily arrange it.

How can I check if a factory's FDA registration is real?

First check which pathway applies. For cosmetics, FDA does not publish a public searchable database — under MoCRA the registration details are confidential. Confirm the facility has an FEI on file via the FDA FEI Search Portal, and ask the supplier for the Cosmetics Direct submission confirmation. Note that a gold-bordered FDA certificate is issued by a commercial US-agent service, not by FDA: FDA states that it does not issue certificates of registration.

How do I know if a supplier is a factory or a trading company?

Ask for a live video walkthrough, a business license showing "manufacturing", physical factory photos with identifiable machinery, and batch-level test documents. Trading companies typically cannot produce per-batch COAs or walk a production line.

What payment terms are safest for first orders?

A 30–50% deposit with the balance paid against shipping documents, or L/C for larger amounts. Avoid 100% advance to personal accounts. HLK offers deposit + balance-against-documents terms.

Does HLK allow third-party audits?

Yes. SGS, TÜV, BV or your own auditors are welcome. Several HLK customers have visited the factory and filmed the production lines.
